Public concerné

La Conférence internationale supérieure d’archivistique (CISA) s’adresse à des responsables de services d'archives nationales, territoriales ou d'entreprises, ainsi qu'à des archivistes professionnels expérimentés. Ces derniers assurent des fonctions de responsabilité, d'organisation de service et d'orientation de politique archivistique. En 2014, la CISA est destinée aux responsables d'archives des pays de la Communauté des états indépendants (CEI), des Etats baltes et de Géorgie.

Contexte

Les responsables d’archives sont confrontés à des enjeux multiples et complexes, dans un environnement administratif, juridique, technologique en pleine mutation : professionnalisation et évolutions du métier d’archiviste, maîtrise des outils juridiques et techniques qui conditionnent la production de l’information, conservation et traitement, diffusion et valorisation, place de l’archiviste dans la société de l’information, échanges internationaux.
 
La CISA a accueilli en 2012 vingt professionnels des pays membres du Conseil de l'Europe et en 2013 vingt professionnels d’Amérique latine. Les coopérations en archivistique en Europe orientale et balte, dans le Caucase et en Asie centrale seront au cœur de l’édition 2014.

Objectifs

La CISA propose aux participants de débattre sur des thématiques d'actualité communes à la profession et de favoriser les débats à partir des pratiques de chacun. Chaque participant est invité à rendre compte de son expérience propre ; il lui sera demandé de présenter une problématique en lien avec le programme. La CISA est un outil de sensibilisation et un moment d’échanges autour des pratiques diverses existant entre pairs des pays couverts.

Contenu

Réalisée avec le Service interministériel des Archives de France, la CISA traitera en 2014 du sujet "les enjeux archivistiques actuels dans un environnement complexe".
 
Elle abordera les thèmes suivants :
- Normalisation archivistique en France, en Europe et dans le monde, SEDA, DTD-EAD et EAC
- Collecte des archives contemporaines : méthodes et infrastructures, exemple du projet interministériel d’archivage électronique VITAM
- Communication et valorisation des archives : réglementation française et européenne, droit à la mémoire et à l’oubli, commémorations (Guerre 1914-1918), enjeux de l’exploitation d’un patrimoine documentaire éclaté
- Pratiques des archivistes au niveau local, partenariats avec les acteurs locaux et européens, exemple d’un service d’archives territorial (versements d’archives, action culturelle et pédagogique)
- Formation initiale/continue et déontologie des archivistes ; outils de sensibilisation aux métiers des archives pour les personnels non formés, pour les producteurs d’archives et pour les usagers des archives

Méthodes pédagogiques

La CISA se divise en modules thématiques, composés selon les cas d'interventions de conférenciers français et étrangers, de visites de services d'archives et patrimoniaux, d'ateliers pratiques. Sa forme interactive privilégie l’implication des participants durant toute la semaine, sous forme d’exposés individuels, de débats, de restitution de groupes de travail.

Modalités Prise en charge

Les frais de transport vers la France sont à la charge soit du candidat, soit de son institution d'origine, soit d'un autre tiers. Les frais pédagogiques, ainsi que de séjour en France (hébergement, repas, transports), seront couverts par le Ministère de la culture et de la communication

Procédure de candidature

Une fois téléchargé (ci-dessous) et complété, le dossier de candidature devra impérativement être transmis à l’Ambassade de France (Service de coopération et d’action culturelle) ou à l’Institut français du pays de résidence du candidat, qui le visera, émettra un avis motivé sur la candidature, et l’adressera à la Maison des Cultures du Monde au plus tard le vendredi 9 mai 2014 par mail, à l’attention de Catherine Annoepel : annoepel@maisondesculturesdumonde.org
 
Cette conférence fera l’objet d’une sélection exigeante du jury constitué par des représentants du Ministère de la culture et de la communication (département de la formation scientifique et technique de la Direction générale des patrimoines, Sous-direction des affaires européennes et internationales) et de la Maison des Cultures du Monde, qui appréciera les candidatures à partir des critères suivants :
- qualité de la démarche professionnelle des candidats
- intérêt de l’institution d’origine pour l’expertise française
- perspective de développement de coopérations institutionnelles entre le pays d’origine et la France

Audience

The International Conference for Archival Management (CISA) is intended for managers of national and territorial archive services or companies, and for experienced professional archivists. These archivists have functions involving responsibility, service organization and orientation of archiving policies. In 2014, the CISA is intended for archive managers from the countries of the Commonwealth of Independent States (CIS), the Baltic States and Georgia.

Context

Archive managers are facing multiple and complex factors in an administrative, legal and technological environment that is changing rapidly: professionalization and changes in the archiving profession, mastery of the legal and technical tools which condition the production of information, conservation and processing, dissemination and enhancement, the place of the archivist in the information society, international exchanges. In 2012, the CISA welcomed twenty professionals from the member countries of the Council of Europe and in 2013 twenty professionals from Latin America. Archive cooperation in Eastern Europe and the Baltic States, in the Caucasus and in CentralAsia will be at the core of the 2014 edition.

Objectives

The CISA proposes that the participants discuss current topics common to the profession and encourage discussions based on their practices. The participants will be invited to speak about their own experiences; they will be asked to discuss an issue linked to the program. The CISA is a tool for consciousness-raising and an opportunity for exchange around diverse practices existing between peers of the countries involved.

Content

Organized with the inter-ministerial Service of the Archives of France, in 2014 the CISA will address the subject "the current archiving stakes in a complex environment".
 
It will cover the following topics:
- Archiving standardization in France, Europe and around the world, SEDA, DTD-EAD and EAC
- Collecting of contemporary archives: methods and infrastructures, example of the interministerial electronic archiving project VITAM
- Communication and enhancement of archives: French and European regulations, right to be remembered and to be forgotten, commemorations (1914-1918 war), stakes in the use of a fragmented documentary heritage
- Practices of archivists on the local level, partnerships with local and European actors, example of a territorial archive service (contributions of archives, cultural and teaching action)- Initial/continuing education and professional ethics of archivists; tools for consciousnessraising in the work involved in archives for untrained personnel, for producers of archives and users of archives

Pedagogical methods

The CISA is divided into thematic modules, composed of presentations by French and foreign speakers, visits to archives and heritage services, and practical workshops. Its interactive form encourages the involvement of the participants throughout the week, in the form of individual presentations, discussions, and the reports of working groups.

Coverage of costs

The costs for transportation to France are at the expense of the applicant, his home institution, or a third party.The costs for the program and the stay in France (accommodations, meals, transportation) will be covered by the Ministry of Culture and Communications

Application

Once downloaded and completed, the application must be sent to the Embassy of France (Cooperation and Cultural Action Department) or to the French Institute of the country of residence of the applicant, which will sign it, issue a justified opinion regarding the application, and send it to the Maison des Cultures du Monde by Friday May 9, 2014 at the latest by E-mail, to the attention of Catherine Annoepel: annoepel@maisondesculturesdumonde.org
 
There will be a rigorous selection for this conference by a jury composed of representatives of the Ministry of Culture and Communications (Department of scientific and technical training of the Directorate General for Heritage, Department of European and international Affairs) and the Maison des Cultures du Monde, which will evaluate the applications based on the following criteria:- Quality of the professional approach of the applicants - Interest of the origin institution for French expertise- Outlook for the development of institutional cooperation between the origin country and France
